If you are wanting to do SMS type functions I would recommend looking at [Twilio](http://www.twilio.com/). Have used their API a few times for different projects, including our monitoring alerts at [Stackify](http://www.stackify.com). Twilio also supports making phone calls, IVR and other cool functions.

Searching for a single char like that versus a string is probably a good tip for a lot of string type functions. Learned something new! Thanks!
Not sure what you are looking for but for Microsoft .net they make a Patterns and Practices library to help with common things. http://msdn.microsoft.com/en-us/practices/bb190332.aspx
I have used ip2location before and it works well. We provided websites and we used it to give reporting of where their visitors came from. It wasn't perfect but was pretty good.
