Strange! When my host set up my account, are just changed the nameservers of my domain name to what they said, then added the mail server to outlook express (mail.domain.com).
Contact your webhosting company!! They should assist you, as by the sounds of it, it is your hosts problem. Personally, I dont like cPanel anyway, Plesk or WHA is the best for me.

Try AVG Anti-virus and Microsoft Anti-spyware. Could it be a sudden fall in quality of service by your ISP?
I think it can be changed in properties or display manager in control panel - or whatever its called. Theres a short cut - but i cant remember it now lol
