i think you need to repair the windows................some files must be missing accidentally......so i advice you to repair it........
the first thing i wnt to let you know that it is not task bar.its menu bar which is at the top of the window just above the address bar.... right click on the desktop then personalize it and select the menubar option.. hope it helps...........
